I did too. Apparently we were wrong.

Is whistling a learned thing? Or am I doomed to be forever whistle-less?

I think you can learn it. I figured out how at quite a late stage, so maybe there's hope yet. Though I'm still not very good at it. Also, I started out by whistling exclusively inward.
